Article XVIII. Legislative Process and Review

Section 18.01
Right of Proposal

(a)    The power to propose law rests with the People. Any citizen, through their Circle of membership, may introduce a proposed law. Circles themselves may introduce proposals in the name of their stewardship, but no law shall proceed without its origin traced to the will of living citizens.

Section 18.02
Structure of Law

(a)    All laws shall be recorded in full, and each law shall contain the following:

  1. Constitutional Anchor – the Article and Section upon which the law stands.
  2. Justification – the moral or civic necessity for the law.
  3. Historical Precedent – the lessons of past societies, within or beyond this People, that warn or instruct its creation.
  4. Scientific or Research Basis – the knowledge upon which the law rests, whether biological, ecological, or social.
  5. Clause – the binding statement of law, written with clarity and enforceable intent.
  6. Exceptions and Limitations – any explicit boundaries to prevent abuse or overreach.
  7. Review Cycle – the date upon which the law shall return for generational review.

Section 18.03
Ratification Pathway

(a)    No law shall take force except by the following path:

  1. Circle Review – all Circles whose stewardship is touched by the law must affirm its passage.
  2. People’s Referendum – final ratification rests with those directly governed by the law. For local measures, the local citizenry shall decide; for universal measures, the General Assembly of all citizens shall vote. A simple majority affirms.
  3. Promulgation – once ratified, the law is entered into the Civic Ledger, accessible to all citizens in full record.

Section 18.04
Circle of Review

(a)    To guard against the tyranny of forgotten or irrelevant law, a Circle of Review shall exist, drawn by lot from among all Circles, and joined by citizens of proven ethical and historical insight.

  1. Cycle of Review – all laws shall be reviewed after twenty years, a measure of one human generation.
  2. Mandate – the Circle of Review shall judge each law upon its continued relevance, effectiveness, harmony with the Constitution, and accord with current knowledge.
  3. Outcome – the Circle of Review may recommend reaffirmation, amendment, or repeal. Its recommendation must proceed again through Circle Review and the People’s Referendum before taking effect.

Section 18.05
Transparency

(a)    All proposals, debates, and records of ratification shall be made public. No law may be hidden, nor its justification withheld. The People are the final guardians of their own governance, and only in transparency can justice endure.
