A process of mutual discovery—not a test of human worth.
The published Codex establishes a longer physical pathway through Hopeful evaluation, population review, residency, and lived integration. This portal creates a distinct virtual pathway: it teaches that framework, tests comprehension, receives a voluntary oath, and recognizes symbolic online citizenship without pretending to grant legal or physical status.
The Immigration Codex in ordinary language
From Hopeful to Citizen.
Hopeful, Resident, and Citizen are defined civic classifications—not decorative labels. Select each stage to see what it means, what happens there, and what standing the person holds.

Every threshold remains reviewable. None abolishes the right to leave.
01 · Hopeful
You have formally asked to be considered.
A Hopeful is someone who has declared an intention to seek membership and entered the evaluation process. Hopeful status is an aspiration toward membership—not residency, citizenship, or inclusion in the Society's official population count.

Your statements, contact field, and individual answers remain in this browser. Only successful certificate details—civic name, score, dates, serial, and standing—enter the public civic record.

The peaceful right of exit
Citizenship entered freely may be left freely.
No explanation is required to leave. The questionnaire helps preserve an accurate record, distinguish withdrawal from inactivity, and offer repair or conversation without making either a condition of exit.
Corpus authority
The portal explains and performs. The Corpus governs.
The assessment and symbolic certificate do not replace the procedures required for Hopeful evaluation, residency, citizenship, capacity review, or appeal. Those remain controlled by the Constitution and its living documents.
