Section 20.01 Definition of Weapon
(a) For the purpose of this Constitution, a weapon is any object or device whose sole or primary design is to injure, maim, or kill. This includes, but is not limited to, firearms, explosives, chemical and biological agents of harm, and instruments of torture whether physical or psychological.
Section 20.02 Prohibition of Manufacture and Possession
(a) The creation, possession, or use of weapons as defined above is forbidden within this Society. No citizen, Circle, or institution shall manufacture, stockpile, or wield such devices.
Section 20.03 Distinction of Tools
(a) Tools and implements whose chief design is constructive, medicinal, or artistic shall not be considered weapons, even though they may be misused as such. A hammer, a kitchen knife, or a chemical compound shall be judged by its intended and primary use, not by the possibility of abuse.
Section 20.04 Torture Prohibited
(a) No practice of torture, whether physical, psychological, or chemical, shall ever be permitted under any circumstance. Coercion by cruelty is anathema to dignity and voids any consent it pretends to elicit.
Section 20.05 Military Exception
(a) Weapons may exist solely for the purpose of external defense under the authority of the Utopian Military.
a) Only citizens in active military service may bear such weapons, and only while engaged in their duty.
b) Weapons shall be stored, maintained, and deployed exclusively by the branches of the Military under the oversight of the Circle of Custodianship and activated through Crisis Ring protocol.
c) No civilian stockpiles, militias, or private arsenals shall be permitted.
Section 20.06 Circle Oversight
(a) The Circle of Harmony, in coordination with the Circle of Custodianship, shall maintain definitions and classifications of prohibited devices. Ambiguities shall be resolved in favor of life and dignity.
