The Watch Without Dominion
Defense protects the Society from external threat and helps coordinate resilience. Its authority is deliberately narrow, temporary, documented, and reviewable. It may never become a tool of internal suppression.

Defense faces outward, prepares openly, and returns exceptional authority to the people. Every crisis action must name its evidence, scope, responsible body, review, and expiration.
Defense may never become internal suppression. Torture, domination, indefinite emergency authority, and prohibited weapons remain outside legitimate protection.
